Sailing Instructions

1.      RULES

This regatta will be governed by the rules in the Racing Rules of 2009 – 2012 and these sailing instructions.

 

2.    ENTRIES
2.1 Open to any boat with a valid PHRF rating, or a HISF club rating. 
If none are recorded, the Barracuda will assign a handicap.  If a competitor is not satisfied with the assigned handicap, a PHRF certificate must be supplied.

3.     SPINNAKERS, OTHER HEAD SAILS AND RATING ALLOWANCES.

3.1. Definitions: A Cruising Spinnaker, Gennaker, or Asymmetrical Spinnaker is considered to be a Spinnaker when it is tacked to a pole or extendable bowsprit.

3.2 Rating Allowance Election.  FOR THE SERIES , a boat may elect to be handicapped as a Spinnaker boat, or a non-Spinnaker boat.  If a boat elects not to use a Spinnaker, it will hail the committee boat and will fly a dark blue flag if not using any free-flying sail forward of the mast. The flag must be large enough to be readily seen by other competitors and the race committee and flown throughout the race from the backstay or stern. Ribbons and articles of clothing may not be substituted. Unless a hail is given and a flag is flown, a boat will be considered a Spinnaker boat and be handicapped accordingly, whether or not it actually flies a Spinnaker during the SERIES. All hails and signals made under this instruction shall be made prior to the posting of the course number of the first race. THIS ELECTION IS FOR THE ENTIRE SERIES, NOT RACE BY RACE. The HISF Sailing Instructions 2011 will govern handicaps.

4.      CHANGES IN SAILING INSTRUCTIONS
Any changes in the sailing instructions will be posted on the MRYC bulletin board before.

5.      RENDEZVOUS
In the vicinity of green  can  G C “9” in the Miles River.

6.      NUMBER AND SCHEDULE OF RACES
6.1 Three (3) races are scheduled.  The warning signal for the first race is scheduled as indicated below.

6.2 Races will be run back-to-back.  A green flag will be displayed at the finish when another race is to follow.  This will be followed one minute later by a new 5-minute warning signal.

6.3 No race will be started after 3:30 PM.

7         THE COURSE

7.1   The diagrams in Appendix A and B show the courses including the approximate angles between legs, and the order in which marks are to be passed.  All marks are to be rounded to port.

7.2   The course to be sailed will be displayed by a letter on the RC Signal board.

 

8.       COURSE MARKS

All course marks will be ORANGE inflatable marks.

9.       THE START

9.1The starting line will be between a staff displaying an orange flag on the RC boat and the yellow start mark.  Decision to start a race shall be made by each skipper on his or her own responsibility.

9.2 Rule 26 will be used.  Yachts displaying other than their registered numbers must report this change to the RC prior to the start of the race.


9.3  A boat shall not start later than 10 minutes after her starting signal.

10.   RECALLS AND STARTING PENALTIES

10.1 On the Course Side (OCS) starts will be signaled by the “X” flag.   The RC will attempt to hail boats that have started on the course side, solely as a courtesy.  It is the skipper’s responsibility to recognize and correct his/her violation.

10.2 Rule 30.1 “I Flag Rule” will be in effect (actual flag will not be flown).  This means that any boat OCS and signaled with the “X” flag shall sail across an extension of the starting line (ie beyond the pin or the RC boat) before returning to the pre-start side of the line to re-start.

10.3 If a competitor makes contact with the RC boat, the offending yacht shall retire immediately from that race and will be scored DNF for that race.  This changes Rule 30 and 44.1.

11.   CHANGE OF POSITION OF THE NEXT MARK
To change the position of the next mark, the RC will lay a new mark(or move the finishing line) and remove the original mark as soon as practical.  The change will be signaled before the leading boat has begun the leg, although the new mark may not yet be in position.  Any mark to be rounded after rounding the new mark may be relocated without further signaling to maintain the course configuration.  When in a subsequent change a new mark is replaced, it will be replaced by an original mark.

12.    THE FINISH
The finishing line will be between a orange flag on the RC boat and the yellow inflatable.

13.   TIME LIMIT
The time limit for the first yacht to finish will be 2 hours from the starting signal.

14.   PROTESTS

14.1 In addition to the requirements of 61.1a, a boat intending to lodge a protest shall inform the RC at the finishing line and receive acknowledgement or as soon as practical thereafter.

14.2 The protest time limit is 60 minutes after the RC comes ashore.  That time l;imit will be posted on the official notice board immediately after the RC boat returns to the dock.  The time and location of the hearing will also be posted on the official notice board.

15.   SCORING

15.1 The low point scoring system described in the Racing Rules of 2009 to 2012 Appendix A will apply, all completed races shall count toward each boat’s series score (No throw outs).

15.2 One race is required to be completed to constitute a series.

16.   TROPHIES
A series Trophy will be awarded to the first, second, and third place spinnaker finishers of the Series, and a first place for non-spinnakers finishers.  The award ceremony is scheduled at MRYC approximately 4:00 pm on the Saturday following the race.

17.   OTHER:
The Race Committee may broadcast courtesy communications as per HISF Sailing Instructions 2010. The Race committee may communicate with the mark boat via an agreed upon VHF channel to be announced and communicated to the racers prior to the first race

 


NOTE:  ALL MARKS ARE TO BE TAKEN TO PORT.  MARK "L" DOES NOT COUNT AT THE START OF THE RACE.
